DEPARTMENT RECOMMENDATION

Health and Human Services Agency (HHSA) recommending the Board approve and authorize the Chair to sign a Budget Transfer Request (BTR) to increase the revenue and appropriations by $169,036 of State funding due to the receipt of the California Department of Public Health’s Local Oral Health Program Grant. The Board previously authorized HHSA’s Director to submit a grant application for this program, accept the funding if awarded, and execute the resulting agreement (Item No. 17-1193; Agenda No. 10). HHSA is further requesting the Board adopt and authorize the Chair to sign the attached Personnel Allocation Resolution, thereby increasing the current Health Education Coordinator allocation by 1.0 full time equivalent (FTE), to provide for the mandated position specified in said grant agreement.

 

DISCUSSION / BACKGROUND

On November 14, 2017, the Board authorized the Director of the Health and Human Services Agency (HHSA) to submit a grant application, and accept funding if awarded, to the California Department of Public Health for the Local Oral Health Program grant, in an estimated amount of $845,180, for a grant term beginning January 1, 2018 through June 30, 2022.  HHSA initially anticipated the need to add a 1.0 FTE Limited Term Health Education Coordinator, however the term of the award was longer than anticipated, so HHSA is now requesting a regular allocation to meet this need.  If funding is not extended at the end of the grant term, HHSA will reduce this allocation through attrition. 

 

The funding agreement resulting from the grant proposal was executed by the California Department of Public Health on January 29, 2018. In order to move forward with the implementation of the terms and conditions of the funding agreement, HHSA will need the requisite funds transferred as well as authorization from the Board to add a 1.0 FTE Health Education Coordinator allocation to support the program.

 

ALTERNATIVES

Should the Board decline to adopt and authorize the Chair to sign either document, HHSA would be unable to fulfill the terms and conditions of the grant program.

It is recommended that the Board approve this item.

 

FINANCIAL IMPACT

There is no Net County Cost associated with this Agenda item. The Local Oral Health Program grant requires no matching contribution in County funds.

1) Clerk of the Board to obtain signature of Chair on attached Budget Transfer Request (BTR).

2) Clerk of the Board to submit signed BTR to Auditor-Controller for processing.

3) Clerk of the Board to submit one (1) Minute Order to HHSA at 3057 Briw Road, Fiscal Unit.

4) Clerk of the Board to provide one (1) certified Resolution to HHSA at 3057 Briw Rd, and one (1) certified Resolution to Human Resources at 330 Fair Lane.
