Background: State of California provides Substance Abuse Prevention and Treatment (SAPT) federal block grant funds via the Substance Abuse Treatment and Testing Accountability Act (SATTA) along with State General Fund Discretionary, Perinatal Discretionary, and Drug Medi-Cal funding to the El Dorado County Alcohol & Drug Program. New Morning Youth & Family Services provides alcohol and other drug counseling services for clients who qualify to participate in the program.

State of California budget for FY 2008-09 reduced Drug Medi-Cal (DMC) reimbursement rates with a potential for future reductions at the State level. The Health Services Department determined at that time it would be in the best interest of the County to adopt language that would ensure rates for these services confirmed to the DMC rates currently and in the future, automatically adjusting as necessary.
