Title

Clerk of the Board and the Placerville Airport and Georgetown Airport Advisory Committees recommending the Board adopt and authorize the Chair to sign Resolution 052-2018 thereby repealing Board Policy I-4, Placerville Airport Advisory Committee and Georgetown Airport Advisory Committee, and consolidate the two advisory committees to establish a County Airport Advisory Committee. Body

DEPARTMENT RECOMMENDATION

The Clerk of the Board, in conjunction with Community Development Services - Administration, recommends approval of the Resolution to form a County Airport Advisory Committee in support of Strategic Plan Good Governance Objective 2.3 for 2018, which directs staff to Develop and implement best practices relative to the administration and function of Board appointed Commissions and Committees. It is important to note the members of these respective committees are unanimously in support of establishing a single committee to advise the Board.

DISCUSSION / BACKGROUND

On September 28, 1999 the Board of Supervisors established the Placerville Airport Advisory Committee and the Georgetown Airport Advisory Committee by adopting Board Policy I-4 Placerville Airport Advisory Committee and Georgetown Airport Advisory Committee.  Over the years, the Georgetown Airport Advisory Committee has experienced recurring challenges in reaching a quorum of members to conduct official meetings pursuant to the Ralph M. Brown Act.

On February 21, 2018 the two current appointees to the Georgetown Airport Advisory Committee were in attendance at a special meeting of the Placerville Airport Advisory Committee to discuss the feasibility of combining the two committees. With the support of the two current Georgetown Airport Advisory Committee members, the Placerville Airport Advisory Committee voted unanimously in favor to request county staff prepare a draft Resolution for said members to review and provide input prior to Board consideration.

At their meeting of March 21, 2018, the two appointees to the Georgetown Airport Advisory Committee and a majority of members of the Placerville Airport Advisory Committee reviewed and provided input on the draft Resolution and voted unanimously in favor to request staff prepare an agenda item for the Board of Supervisors to consider adoption of a Resolution to establish a County Airport Advisory Committee, effectively creating a single County Airport Advisory Committee to the Board on matters concerning both the Placerville and Georgetown airports.

The sitting members of each of the advisory committees will continue to serve in their present capacity, albeit as one committee, for the purpose of adopting new Bylaws where none currently exist.  The Bylaws will govern all aspects of the committee including, but not limited to, a meeting schedule, the composition of members, an outline of the purpose and functions of the committee, and other relevant topics deemed appropriate by the committee.  Further, the Resolution directs the committee to approve their Bylaws in sufficient time for county staff to prepare an agenda item for Board consideration no later than July 24, 2018.  Any changes to the membership structure or other components of the committee's scope and purpose will be brought before the Board for consideration.
