DEPARTMENT RECOMMENDATION

Community Development Services, Department of Transportation (Transportation), recommending the Board approve and authorize the Chair to sign Agreement for Services #2798 (Agreement) with the Tahoe Resource Conservation District (TRCD) in an amount not to exceed $113,500 and a term to become effective upon execution and expiring on December 31, 2019 for Monitoring Support Services for the Country Club Heights Phase 3 Erosion Control Project (Project).

 

DISCUSSION / BACKGROUND

The Project is identified in Tahoe Regional Planning Agency's Environmental Improvement Program for the Lake Tahoe Region (EIP 01.01.01.0021), and is considered an overall benefit to the Lake Tahoe environment by assisting in attaining environmental thresholds for water quality and soil conservation.  The Project further assists Transportation in complying with the National Pollutant Discharge Elimination System Municipal Permit and the Board adopted 2013 El Dorado Tahoe Basin Storm Water Management Plan (September 24, 2013 - Item 19).

 

The Project site is within an existing residential development located in the unincorporated area of South Lake Tahoe, between U.S. Highway 50/State Route 89, Elks Club Drive, and Pioneer Trail.  The Project is being designed to address conveyance and erosion control issues as well as to provide for water quality treatment of stormwater flows, groundwater recharge, and enhancement of stream environment zones.  The efforts of the County are focused on addressing problem areas in the urbanized sections of the watersheds, and where possible, utilizing undeveloped, publicly owned lands to treat runoff and enhance meadow areas.

 

On January 30, 2018 (Item 8), the County was awarded $250,000 from the Proposition 1 Grant Program through the California Tahoe Conservancy (CTC) for the planning phase of the Project.  Included in the planning phase is a monitoring component to better understand the effect of pavement condition on the water quality of stormwater runoff.  This Agreement is for the TRCD to provide monitoring support services to the County, including data collection, management, analysis, and reporting associated with the planning phase of the Project. 

 

ALTERNATIVES

The Board could choose not to approve the Agreement.  Transportation would then be unable to move forward with the Project until other resources could be secured to complete the Project monitoring.

It is recommended that the Board approve this item.

 

FINANCIAL IMPACT

There is no Net County Cost associated with this item.  The costs associated with the proposed Board actions will be funded entirely by the CTC.  Funding for this Agreement has been included in the FY 17/18 and 18/19 Budgets.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) The Clerk of the Board will obtain the Chair's signature on the two (2) originals of the Agreement.

2) The Clerk of the Board will send the two (2) originals of the partially-executed Agreement to Transportation - Tahoe Engineering Unit, Attention: Patty Scott for further processing.
