Chief Administrative Office, Facilities Division, recommending the Board consider the following:

1) Make findings pursuant to Article II, Section 210b(6) of the El Dorado County Charter that the ongoing aggregate of work to be performed is not sufficient to warrant the addition of permanent staff; and

2) Authorize the Purchasing Agent to sign Agreement for Services No. 2985 with Capital Engineering Consultants, Inc., to provide commissioning services as related to the Public Safety Facility Project for a not-to-exceed amount of $111,550 and a term of three years.

 

DISCUSSION / BACKGROUND

Capital Engineering Consultants, Inc. was selected from a Request for Qualifications process and has a history of performing work well for the County in this capacity.  They also have significant experience and knowledge of the engineering requirements for the Public Safety Facility Project.  As a member of the original Design Criteria Consultant team that established the design and operational parameters for the project, they are well suited to efficiently perform the work at a competitive price.

Engineer commissioning services include the process of assuring that all systems of a building meet the design and engineering criteria and requirements and that the individual systems operate properly and in harmony with other related systems.  The consultant shall review and verify all mechanical, plumbing, emergency power systems and related controls and will be involved during the Design Phase and Construction Phase all the way through the Warranty Period. 

 

The Agreement would be for a term of three years and a not-to-exceed of $111,550.  Of that amount, $15,000 has been categorized as Contingency Services and would be utilized on an as-needed basis for any additional issues that may arise over the course of the project.

 

These services were anticipated and included in the Public Safety Facility budget.

 

ALTERNATIVES

The Board could choose not to approve this agreement and the Division would need to negotiate with a different consultant for these required services.

It is recommended that the Board approve this item.

 

FINANCIAL IMPACT

Approval of this action does not require an increase to the Public Safety Facility budget. Funding for the agreement related to the Public Safety Facility is included in the Public Safety Facility Project budget as submitted to the USDA and included in the ACO Fund.  There is no change in Net County Cost
