Community Development Services (CDS), Planning and Building Department, recommending the Board approve and authorize the Chair to sign the Cooperative Management Agreement with ten parties including: El Dorado County, El Dorado Irrigation District, and the El Dorado Water Agency as the local agencies; California Department of Fish and Wildlife and CAL FIRE as the state agencies; Bureau of Land Management, Bureau of Reclamation and US Fish and Wildlife Service as the federal agencies; and the American River Conservancy and California Native Plant Society as the non-governmental entities.
DISCUSSION / BACKGROUND
The Staff Memo dated May 1, 2018, and the Cooperative Management Agreement (Exhibit A) are attached.
The County Ecological Preserve Ordinance ( Ordinance 4500) established an Impact Fee Program for acquisition and management of land intended for rare plant preserves. The County had a previous Cooperative Management Agreement with the Bureau of Land Management (BLM) and other agencies for management of rare plant preserves, which has since expired. In order to continue management of the Pine Hill Preserve lands, staff recommends the Board approve the Cooperative Management Agreement. Funding is from the Rare Plant Special Revenue account.
The term of the agreement is ten years, starting from September 30, 2016 and ending September 30, 2026. The date indicates the continued cooperation between the agencies and non government organizations over the past two years and the ongoing commitment to the program. The agreement is not a "retroactive contract" because there are no funding obligations. The October 1, 2016 start is to memorialize the cooperation between all the agencies. A separate funding agreement with BLM has been established for the purpose of funding management of the preserve. A new BLM funding agreement is in a separate Legistar item (18-0885).
