DISCUSSION / BACKGROUND
On May 2, 2000, the Board authorized the signing of an agreement with the Placerville Rotary Club for the use of County property, behind Building C, for the construction of a skatepark. On June 6, 2000, the Board approved a site change, and subsequently located the skatepark at the County Fairgrounds.

When the Placerville Rotary Club completed construction of the skatepark, the Board of Supervisors provided direction to the Parks and Recreation staff to involve the El Dorado County Youth Commission on the management of the skatepark (action on November 9, 2004). On February 22, 2005, the Youth Commission held a Forum to compile the results of a survey completed by 750 users, ages 11-18, and adults, ages 19-35, on the use of the skatepark. A report was completed and the Youth Commission presented it to the County Parks and Recreation Commission on March 2, 2005, recommending the formation of a committee to oversee the issues and concerns regarding park use, safety and public awareness. The Parks and Recreation Commission passed a motion to support the recommendations by the Youth Commission and recommended the Board of Supervisors create and appoint a Skatepark Advisory Committee (Committee).

On March 8, 2005, the Youth Commission presented the outcome of a forum, the report, and recommendations to the Board of Supervisors. The Board approved the formation of the Skatepark Advisory Committee on March 29, 2005, directing the Committee to meet monthly, be advisory to the Board of Supervisors and fall under the administration of the El Dorado County Department of General Services, Airports, Parks & Grounds.
