FUNDING: Funding for this Project is provided by Tribe Funds (7%), Sheriff Contribution (58%) and Accumulative Capital Outlay Funds (35%).

DISCUSSION/BACKGROUND

Construction of the Sheriff's new Safety Facility requires installation of a traffic signal at the Missouri Flat/Industrial Drive intersection to accommodate traffic utilizing the facility.  The Industrial Drive/Missouri Flat Signalization Project (Project) will install a signal at the intersection of Missouri Flat Road and Industrial Drive, including the installation of new traffic signal controller and cabinet, detector loops, and widening of both Missouri Flat Road and Industrial Drive to accommodate turn lanes.

Missouri Flat Road will be widened north and south of the intersection for right and left turn lanes.  Industrial Drive will also be realigned slightly to the south and widened to accommodate a left turn lane and improve sight distance at the intersection.  Concrete curb ramps will be constructed to ADA standards at three of the intersection legs along with crosswalks to accommodate pedestrians along Missouri Flat Road and Industrial Drive.  The roadway pavement sections of Missouri Flat Road and Industrial Drive will also be reconstructed within the Project limits.

 

The County may need to purchase fee title or easements from the above listed parcels for the Project.  In order for the Department of Transportation (Transportation) to research title records and prepare for negotiations with the subject parcel owners, Transportation is requesting authorization from the Board to proceed with the ordering and payment of title reports and certified appraisals for the land rights to be acquired.

 

Transportation is also requesting the Board authorize Transportation to enter into negotiations with the owners, or their designated representatives of the parcels listed herein as related to the Project and appoint Kyle Lassner, Right-of-Way Supervisor (or his designee), as the real estate negotiator on behalf of the County.

 

ALTERNATIVES

Signalization of this intersection was identified as a mitigation measure for traffic utilizing the Sherriff's new Safety Facility; therefore, for the project to continue as planned this item needs to be approved.

FINANCIAL IMPACT

The cost for title reports and color coded parcel maps is based on $600 per parcel.  The total cost for the nine title reports is $5,400.  Funding for the Right-of-Way acquisition process is budgeted in the Capital Improvement Program and will be provided by Tribe Funds (7%), Sheriff Contribution (58%) and Accumulative Capital Outlay Funds (35%).
