DISCUSSION / BACKGROUND
On March 8, 2016, the Board authorized the close of escrow for property designated for the Public Safety Facility Project. The El Dorado Irrigation District (EID) shall provide the water utility services for the property once complete.
On January 8, 2019, the Board authorized the Purchasing Agent to sign the El Dorado Irrigation District Service Application with an estimated cost of $420,777. The Division advised the Board at this time that an easement request would be the next step in this process.
The Division received the Grant of Easement request from EID in late January and worked with the United States Department of Agriculture (USDA; the loan provider) to obtain their approval and received that on March 19, 2019 (Exhibit B).
The Division recommends the Board authorize the Chair to execute the Grant of Easement with EID so that the utility services may be made available to the Public Safety Facility. This is a no-cost transaction.
ALTERNATIVES
The facility will require these services to be functional. If this easement is not approved, services will not be available at the site and construction progress will be delayed.
