Title: Health and Human Services Agency recommending the Board: 1) Approve and authorize the Chair to sign Amendment 1 to Agreement for Services 43 (018-S1711) with Tahoe Youth and Family Services, Inc. for the provision of Primary Intervention Project services, extending the term one year for a total term from July 1, 2016 through June 30, 2020, and increasing the maximum obligation by $88,000 for a new maximum contractual obligation of $352,000; 2) Make findings in accordance with County Ordinance 3.13.030 that it is more economical and feasible to contract with Tahoe Youth and Family Services, Inc. for services provided under this Agreement 43 (018-S1711) because the County does not possess the staff with the necessary skills and qualifications to perform the work; and 3) Authorize the Purchasing Agent, or designee, to execute further documents relating to Agreement for Services 43 (018-S1711), including amendments which do not increase the maximum dollar amount or term of the Agreement, ...

DISCUSSION / BACKGROUND:
In 2004, California voters passed Proposition 63, the Mental Health Services Act (MHSA), which designated funds to provide a broad continuum of services, including community services and supports, prevention and early intervention, capital facilities and technology, innovation projects, and workforce training. MHSA requires county mental health programs to develop Program and Expenditure Plans every three fiscal years. On June 20, 2017, the Board approved El Dorado County’s MHSA Three-Year Program and Expenditure Plan covering fiscal years 2017-18 through 2019-20 (File ID: 17-0551, Agenda Item No. 33).
