Title

Sheriff's Office recommending the Board:

1) Approve and authorize the Chair to sign a Governing Body Resolution 192-2019 for FY 2019 Homeland Security Grant Program sub-granted through the California Governor's Office of Emergency Services; and

2) Approve and authorize the Chair to sign a Governing Body Resolution 193-2019 for FY 2019 Emergency Management Performance Grant sub-granted through the California Governor's Office of Emergency Services.

DISCUSSION / BACKGROUND

The FY 2019 Homeland Security Grant Program (HSGP) and the Emergency Management Performance Grant (EMPG) play an important role in the implementation of the National Preparedness System (NPS) by supporting the building, sustainment, and delivery of core capabilities essential to achieving the National Preparedness Goal (NPG) of a secure and resilient Nation. Delivering core capabilities requires the combined effort of the whole community, rather than the exclusive effort of any single organization or level of government.

 

The objective of the FY 2019 HSGP is to provide funds to eligible entities to support state, local, tribal, and territorial efforts to prevent terrorism and other catastrophic events and to prepare the Nation for the threats and hazards that pose the greatest risk to the security of the United States. The FY 2019 HSGP’s allowable costs support efforts to build and sustain core capabilities across the Prevention, Protection, Mitigation, Response, and Recovery mission areas.  El Dorado County has been awarded $268,837.00 for the FY 2019 grant which will be used by various County entities to protect and serve El Dorado County.

 

The federal government, through the EMPG Program, provides necessary direction, coordination, and guidance, and provides necessary assistance, as authorized in this title, to support a comprehensive all hazards emergency preparedness system.  El Dorado County has been awarded $163,018.00 for the FY 2019 grant which will be used for training exercises and salaries relating to the Sheriff's Office of Emergency Services.

 

Cal OES requires that a resolution (by title and not name) be on file from public agency governing bodies authorizing its agents to execute for and on behalf of that public agency applications for federal grant funds.  The Governing Body Resolution will be required to be brought back to Board for each grant relating to the Homeland Security Grant Program and the Emergency Management Performance Grant.

 

ALTERNATIVES

Failure to provide this resolution to the State would disallow the Sheriff's Office from accepting grant awards that are sub-granted through the California Governor's Office of Emergency Services (CalOES).

FINANCIAL IMPACT

There is no Net County Cost associated with this item.  The grant funding is from the federal government and is sub-granted through the state. The revenues and appropriations are included in the Sheriff's FY 2019-20 budget.
