DISCUSSION / BACKGROUND:
The County of El Dorado is mandated by the State to have a Local Enforcement Agency (LEA) to oversee the enforcement of solid waste laws. While the LEA is normally placed in county environmental health departments, El Dorado County Environmental Management is the operator of Union Mine Landfill, and faces a potential conflict of interest. State law requires the County to staff the LEA with a full time environmental health specialist. This requirement can be met by contracting with a neighboring jurisdiction with full time staff who have expertise in solid waste management. This requirement is satisfied through an Agreement for Services with the County of Placer, which has been renewed sequentially since at least 2008.
