Department of Transportation recommending the Board approve the following:
1) Award Bid 20-288-048 for the purchase of Plant Mix Asphalt Concrete for the West Slope of El Dorado County to the low qualified bidder, Teichert Rock Products of Sacramento, CA;
2) Authorize the Purchasing Agent to issue a purchase contract in the amount of $2,250,000 ($750,000/year) for a thirty-six (36) month period following Board approval; and
3) Authorize the Purchasing Agent to increase the purchase contract as needed during the awarded period as long as funding is available within the Department's budget. (Est. Time: 10 Min.)
FUNDING: Road Fund (State) - 60%; Tribe Funds (Local) - 25%; and Road Repair and Accountability Act of 2017 (SB1 - RMRA) - 15%; estimated for first year of contract.

DISCUSSION / BACKGROUND
At the request of the Department of Transportation, the Chief Administrative Office, Procurement & Contracts Division issued an invitation to Bid for the purchase of Plant Mix Asphalt Concrete for the West Slope of El Dorado County for the maintenance and repair of County roads on the West Slope of El Dorado County. Thirteen (13) invitations to bid were mailed, three (3) to local vendors, two (2) qualified responses were received, none from local vendors.
ALTERNATIVES
If the Board does not approve the agenda item, the department will be delayed in obtaining asphalt for the upcoming construction year.

CAO RECOMMENDATION / COMMENTS
It is recommended that the Board approve this item. It should be noted that this is an "as needed" contract and the County is not committed to a set purchase level in any given year of the purchase contract.
FINANCIAL IMPACT
There is no change to Net General Fund cost associated with the proposed action. Sufficient appropriations are included in the Fiscal Year 2019-20 adopted budget and Fiscal Year 2020-21 recommended budget request.
