Chief Administrative Office, Emergency Medical Services and Emergency Preparedness and Response Division, recommending the Board:
1) Accept award of $457,835 of COVID-19 Crisis Response funding from the California Department of Public Health for the period of March 5, 2020 through March 15, 2021, under the Coronavirus Preparedness and Response Supplemental Appropriations Act;
2) Delegate authority to the Chief Administrative Officer, or designee, to execute any documents necessary to accept and receive the funding; and
3) Approve and authorize the Chair to sign a budget transfer appropriating the funds. (4/5 vote required)

DISCUSSION / BACKGROUND
On March 6, 2020, President Trump signed the Coronavirus Preparedness and Response Supplemental Appropriations Act, 2020, which provides $8.3 billion for COVID-19 response activities. The Centers for Disease Control activated the Cooperative Agreement for Emergency Response to award funding to states, local, territorial and tribal health departments to carry out surveillance, epidemiology, laboratory capacity, infection control, mitigation, communications and other preparedness response activities.
California received $41,206,709 of the funding, of which 70% is being allocated to local jurisdictions by the California Department of Public Health (CDPH). On March 20, the CDPH Emergency Preparedness Office allocated El Dorado County $280,241 of the funding. On April 13, El Dorado received an additional allocation of $177,594, for a total allocation of $457,835. Allowable uses of funds include incident management for early crisis response, jurisdictional recovery, information management, countermeasures and mitigation, surge management, and biosurveillance.
In an effort to provide funding as quickly as possible, CDPH will not be utilizing a grant document or agreement other than the allocation letter.
