DISCUSSION / BACKGROUND
The District Attorney's Office received notification from the California Governor’s Office of Emergency Services (Cal OES) that they intend to amend the current award period to fund six additional months of the Violence Against Women Vertical Prosecution (VV) Program, extending the current award period from June 30, 2020 to December 31, 2020. The purpose of this program is to vertically prosecute violent crimes against women.
The Plan for this program is to continue to fund one Deputy District Attorney (limited-term), one Victim Advocate through a contract with the Center for Violence Free Relationships using the grant award and assign an District Attorney Investigator to the project on a part-time basis to meet the cash match requirement.
The Objective of this Project is to improve the prosecution of Adult Sexual Assault and Aggravated Domestic Violence crimes by creating a project team with a reduced caseload that can expeditiously conclude cases, reduce victim trauma and enhance our services to victims.
Contract 3370 with the Center for Violence-Free Relationships provides one full-time Victim Advocate dedicated to the VV Program. Amendment II to the contract extends the service period of the contract through December 31, 2020, to align with the change in the grant award period, with no change to the monthly service rate. Amendment II increases the NTE amount of the contract by $37,960 for the additional six-moth period.
ALTERNATIVES
Should the Board decline to approve the amendment, the District Attorney's Office will no longer be able to provide a Victim Advocate for the VV Program.
PRIOR BOARD ACTION
The Board first approved the acceptance of the VV Program application on October 16, 2018, Item #14, Legistar File #18-0900.
The Board approved the second year of the grant and Amendment I to contract 3370 on June 4, 2019, Item #30, Legistar File #19-0836.

FINANCIAL IMPACT
There is no change to Net County Cost associated with this contract. The contract is completely funded by the Cal OES grant award. All revenue and expenses were included in the FY 2020-21 Recommended Budget.
