DISCUSSION / BACKGROUND:

The CMSP governing body has approved El Dorado County Health and Human Services Agency (HHSA) to sub-award the funding from Agreement #333-F1711 to continue outreach and engagement activities, with a focus on Latino and Native American persons as well as people experiencing homelessness who are eligible for County Medical Services Program and other publicly funded grant programs.

 

Marshall Medical Center (MMC) submitted a proposal to extend this practice to additional settings not as easily accessible to HHSA staff members.  Specifically, in MMC's emergency department, where the uninsured target population frequently resorts for care, as well as obstetric clinics, wound-care clinics, and the substance-abuse treatment clinic.

 

The CMSP Pilot Project grant has unspent funds remaining in the grant with limited time to spend them.  HHSA has had some specific timing challenges with having County staff perform the work, including the following: 1) loss of staff member who performed this work during prior grant years, 2) no existing qualified staff available to take on the remaining work, 3) hiring process would consume much of the remaining grant period, 4) a new position would be limited-term (difficult to fill), and 5) a new employee would need training, also hampering the ability to perform the work in the time available.  Work may begin as soon as a contract is signed with MMC as they have the staff available to take over responsibilities and continue to perform the remaining activities for the final grant year.

No viable alternatives are available that will meet the requirements of the funding source.

FINANCIAL IMPACT:

There is no Net County Cost associated with this Agenda item.  This Agreement is fully funded via a CMSP grant, has been included in the fiscal year (FY) 19-20 budget, and will be included in future budgets for the term of this agreement.

1) Obtain signature of Chair on original Funding Agreements #4675.
