Supervisor Parlin recommending the Board consider providing direction to the Human Rights Commission to require that the Commission update its bylaws with language to create a formal process for issues brought before them before putting any issues on their Agenda.

DISCUSSION / BACKGROUND

The Human Rights Commission was formed by Ordinance 5081 on March 20, 2018.  Per Ordinance 5081, two Supervisors are appointed to the Commission.  Supervisor Parlin has been appointed to the Commission since January 7, 2019, and is currently serving alongside Supervisor Novasel.

 

To aid in the function of the Human Right Commissions, Supervisor Parlin has advised the Commissioners to create a fair and consistent process for addressing sensitive and timely issues that are brought before the Commission.  To date, the necessary processes have not been established and have produced no forward progress, causing frustration among Commissioners, County Staff, and Board members.  Additionally, the Commissioners have stated that they need direction from the Board as to their purpose in the County.  As such, it is recommended that the Board provide direction to the Commission on their purpose and require that the Commission shall create a fair and consistent process for addressing issues prior to hearing any issues as an agenda item.

 

If El Dorado County is to have a Human Rights Commission, it is imperative that it is professional, productive, and functional with clear processes for its success.

 

 

ALTERNATIVES

The Board could decide to place the Commission on hiatus and designate an ad hoc committee of two Supervisors to create a process for the Commission.

 

The Board could decide to disband the Commission and rely on established services and organizations to meet the Human Rights needs of the County.

 

PRIOR BOARD ACTION

On March 19, 2019, the Board approved final passage of Ordinance 5099 amending section

2.20.1111 of the El Dorado County Ordinance Code to change the one year evaluation term to a two

year evaluation term from the effective date of Ordinance 5081 (April 20, 2018).

 

On April 9, 2019 the Board approved the Commission Bylaws, which were approved by the Commission on November 19, 2018.
