DISCUSSION / BACKGROUND
The Board of Supervisors adopted its Governance Handbook on December 5, 2017 (Legistar file #17-0524). Since its adoption, the Board has held several working sessions to review the handbook and its protocols, in an effort to keep the document current. The Board last met on January 13, 2020 and made several revisions to the existing protocols. The discussion also included direction to staff to return with a protocol clarifying Board Members' roles in matters that primarily involve another district. Staff has prepared a draft protocol, titled "District-Specific Matters," under the header of "Board of Supervisors in the Community." If approved, the new protocol would become page 21 of the Governance Handbook. The current, adopted handbook and proposed protocol are attached for review.
The new protocol seeks to recognize the special link and relationship that a Supervisor has with their home district, and ensure that Supervisors are aware of other Supervisors' involvement in their districts.
ALTERNATIVES
The Board could choose not to adopt the protocol, or direct revisions to the draft protocol.
