DISCUSSION / BACKGROUND
Department of Transportation, Maintenance and Operations Division (Transportation) conducted site visits to 5 Mile Road on October 26, 2019 and November 2, 2019. These site visits were also discussed at theTraffic Advisory Committee (TAC) meeting on December 5, 2019. The site visits were initiated due to a request from residents of 5 Mile Road. The residents expressed their concern regarding cars parking along 5 Mile Road during Apple Hill harvest season, creating egress and ingress issues. During the site visits staff observed minimal to no traffic on the roadway; however, residents sent pictures of the issue to Transportation staff from early October 2019. The parking issue has occurred and been seen in past Apple Hill harvest seasons. When vehicles park along the north side of 5 Mile Road it blocks corner site distances for residents exiting their driveways.
California Vehicle Code (CVC), Section 22505 (along with CVC 22507), allows local authorities to establish Stopping, Standing, or Parking Restrictions on County Roadways. From the field review and observations, Transportation recommended adding a "No Parking" Zone along the north side of 5 Mile Road starting at U.S. Highway 50 and extending 1,953 feet for public safety.
Similarly, residents on Cambridge Road expressed their concern on June 29, 2019 and at the December 5, 2019 TAC meeting regarding vehicles parking along the roadway and creating unsafe conditions. It was noted at the meeting that the same topic was discussed in October 2015 at which time a meeting was held with Rulison Townhomes and Westlake Manor concerning the parking and sight distance issues. At that time, multiple site visits were conducted to confirm and document the conditions. Based on CVC Section 22505 (along with CVC 22507) and the survey findings, Transportation recommends adding a "No Parking" zone along Cambridge Road starting at 840 feet north of Estepa Drive and continuing north for 320 feet on the west side and 377 feet on the east side.
The following recommendation was approved by the West Slope Traffic Advisory Committee at a meeting held on September 23, 2020:
ADD:
“(eh) “NO PARKING 10am to 5pm Oct 1 to Dec 1” along the northerly side of 5 Mile Road (No. 2141) beginning at a point 200 feet north of US Highway 50 and continuing east for 1,753 feet.”
“(eg) “NO PARKING” zone along Cambridge Road (No. 306) beginning at a point 840 feet north of Estepa Drive and continuing north for 320 feet on the west side and 377 feet on the east side.”
ALTERNATIVES
The Board may choose to not agree with the West Slope Traffic Advisory Committees decision and not establish no parking restrictions on 5 Mile Road and Cambridge Road.

FINANCIAL IMPACT
Installation of necessary signage for both locations is estimated at $3,900.00. Funding to complete the work is included in the FY 2020-21 adopted budget.
