Supervisors Hidahl and Veerkamp recommending the Board discuss and provide direction to staff regarding the letter and sample Healthy Communities Resolution sent from legislators as a result of the North State Leaders conference held on October 29, 2020.

DISCUSSION / BACKGROUND

A letter, signed by Senator Brian Dahle, Assemblyman Kevin Kiley, Senator Jim Nielsen, Assemblyman James Gallagher and Assemblywoman Megan Dahle was sent to the Board Chair on October 1, 2020, requesting that El Dorado County send a representative to a North State conference on October 29, 2020 to “seek common ground on topics such as the re-opening of the economy and our civic life, the re-opening of our schools, and actions in response to the State of California’s threat to withhold entitled funds of the counties.”

 

On October 20, 2020 with Legistar item 20-1356 the Board was unable to pass a majority vote to send a delegate to the North State Leaders conference. On October 23, 2020, Supervisor Veerkamp, as the Chair of the Board, asked Sheriff D’Agostini to attend the conference. On October 29, 2020, Sheriff D’Agostini attended the conference and relayed to staff the Legislators would be sending follow up information from the conference.

 

On Thursday, November 12, 2020, the Board, Clerk of the Board, and Chief Administrative Officer received a letter and sample Healthy Communities resolution from the legislators that requested El Dorado County send a representative to the October 29, 2020 North State Leaders conference. The letter and resolution request support for the following principles:

1.                     That our county is best served by an ability to respond locally to the COVID-19 virus in accordance with our local data and circumstances, as specified, for instance, in the attestation filed with the California Department of Public Health.

2.                     That our county is geographically diverse and ill-suited for the county-wide restrictions imposed by the Blueprint, and the State should enable our COVID-19 response to be tailored to geographically separate areas, such as different zip codes, as circumstances and case levels warrant.

3.                     That school districts in our jurisdiction are urged to safely open all schools as soon as possible and provide in-person instruction to the greatest extent possible without further delay.

4.                     That our county requests an extension of time beyond December 31, 2020 to encumber and spend our federal CARES funds, to which we are entitled by law, consistent with our respective local plans and programs.

 

Supervisors Hidahl and Veerkamp request that the Board discuss the letter and resolution and provide direction to staff regarding the letter and resolution.

 

 

ALTERNATIVES

The Board could decline to discuss the letter and resolution or decline to provide direction to staff which would result in no response to letter received on November 12, 2020.
