Title

Chief Administrative Office, Parks Division, recommending the Board adopt and authorize the Chair to sign Resolution 186-2020 authorizing the submittal of a Parks and Water Bond Act of 2018 (Prop 68) Grant Program application  to the State of California, Department of Parks and Recreation, for Forebay Community Park for site renovation and improvements.

DISCUSSION / BACKGROUND

California Department of Parks and Recreation Office of Grants and Local Services (OGALS) is administering a Prop 68 Round 4 Grant Program (previously Prop 84) and provides funding for the Statewide Park Development and Community Revitalization Program. The intent of the Statewide Park Program (SPP) is to create new parks and new recreation opportunities in critically underserved communities in California. Grant funding in the amount of $395.3 million is available and the open now for applications.

 

At the September 1, 2020 meeting, the Board received an update from Parks on current projects and future opportunities (Legistar item #20-1141). Forebay Community Park needs several improvements; however, these have not yet been planned due to funding constraints. One of the directions to staff was to apply for Prop 68 Round 4 Grant Funding for Forebay Park Recreation Improvements.

 

The OGALS grant application procedures require an applicant’s governing body to declare by resolution that the applicant is authorized to apply for grant funds and authorizes the Parks Manager to execute all grant documents, including but not limited to applications, agreements, amendments and requests for payment, necessary to secure grant funds and implement the approved grant project. This Resolution will also ensure that the Chief Administrative Office, Parks Division, is able to take advantage of all Grant Program opportunities as they arise. The Parks Division will obtain Board approval for the acceptance of all Grant Programs pursuant to Board Policy A-6.

 

ALTERNATIVES

Should the Board not approve this item, the Parks Division will not be able to apply for Prop 68 Round 4 funding to create new parks or new recreation opportunities within the County of El Dorado.

It is recommended that the Board approve this item.

 

FINANCIAL IMPACT

There is no financial impact associated with this agenda item. No matching contributions are required for the Prop 68 Grant Program. Park users including the Snowline Little League and horseshoe association contribute to maintenance needs for other park amenities. The anticipated remaining maintenance and custodial costs for the new restroom and improved community hall are estimated at $25,000 annually.  Parks currently charges rental fees for other facilities, and it is anticipated that potential future rental fees will offset these maintenance and custodial costs. Any shortfalls would need to be funded with the General Fund.  If the grant is awarded, staff will return to the Board for approval and with estimates on operating impacts.
