Chief Administrative Office, Facilities Division, recommending the Board consider the following:
1) Award Bid 21-968-011 for demolition of the former Sheriff’s Office building to the lowest responsive and qualified bidder, Double B Demolition, Inc., in the amount of $90,640 base bid plus the four (4) additive alternatives for a total contract amount of $157,140 and authorize the Purchasing Agent to sign Public Works Contract 5410, subject to review and approval by County Counsel and Risk Management; and
2) Authorize the Purchasing Agent to sign an Escrow Agreement, if requested by any Contractor and in accordance with Public Contract Code Section 22300, for the purpose of holding Contract retention funds.
FUNDING: Accumulated Capital Outlay (ACO) County Match pursuant to SB 81 Grant Funding.

DISCUSSION / BACKGROUND
On December 15, 2020 the Board authorized request for bid No. 21-968-011 for the purpose of demolishing the vacant building located at 300 Fair Lane, Placerville (formerly used by the Sheriff's Office). Future use of this location is related to the Senate Bill 81 Local Youthful Offender Rehabilitative Financing Program New Placerville Juvenile Hall Facility Project.
Twelve bids were received ranging from $90,640 to $362,750. The bid documents allowed for alternate additions to include unit prices for transite piping and contaminated soils along with lump sum amounts concerning grease trap and light bulbs/lamps and ballasts removal. The bid documents specified that award of the contract will be to the lowest base bid.
Double B Demolition, Inc, was the lowest responsive qualified bidder with a base bid of $90,640. The addition of the four alternate bid items does not change the order of the bidders. Double B Demolition, Inc. remains the lowest bidder with the combination of the additive alternate items and the base bid. For the unit priced items, the contract includes a $50,000 and lump sum amounts concerning the grease traps and lighting equals $16,500 for a total contract value of $157,140 and a 45 day term.
Upon approval by County Counsel and Risk Management, the Division will forward two (2) originals of the Construction Contracts, with the required bonds and the approved Contract Routing Sheets, to the Purchasing Agent for signature and will issue the notices to proceed shortly thereafter.
ALTERNATIVES
Should the Board decline to award the bid and demolish the site, the dilapidated and vacant building will remain and other locations will need to be considered for a new juvenile hall.
