DISCUSSION / BACKGROUND
The District Attorney’s Office has identified an online tool to assist with department objectives revolving around Public Outreach and Presentation/Training material. Storyblocks.com is a web-based provider that allows users access to download stock images, videos, and sound effects which can then be incorporated into department productions for various outreach projects, presentation material, training videos, etc. The Department is interested in the “Unlimited All Access” package, which includes additional features such as after-effect templates, full access to Maker Video Editor, and unlimited downloads.
Since Storyblocks is an online platform, they require customers to agree to their Terms & Conditions electronically. A copy of the complete Terms & Conditions are attached and have been reviewed and approved by County Counsel, per the stipulation that Board approval for a perpetual agreement is granted. The reasoning behind the request for perpetual approval is the Auto-Renewal language referenced. The cost for the desired package (Unlimited All Access) on an annual plan is $30/mo., which is a total of $360 charged upfront and continuously per year until the subscription to the service is manually terminated by the department. Per the terms, Storyblocks does reserve the right to modify current services plans, fees and applicable charges at any time, assumed to be typical with industry rates. In addition, Information Technologies (IT) has provided approval for this purchase from a County computer/software perspective per IT Ticket L34C514A4A.
Per Board approval, this perpetual subscription will be assigned a Fenix agreement number and added to the District Attorney’s perpetual agreements list and brought to the Board on an annual basis for review.
ALTERNATIVES
Should the Board opt not to approve the perpetual subscription for access to Storyblocks multi-media downloading, the District Attorney will have to find alternative means for working on production projects. The District Attorney did identify another supplier that provides similar download access. Adobe Stock offers media downloads however, their plan only allows for up to 40 downloads for $80/month, which is a notable cost increase as compared to Storyblocks.

FINANCIAL IMPACT
The initial annual cost for Storyblocks subscription totaling $360/year will be funded by savings under the department’s current year budget. The department’s FY 2021/22 budget also includes sufficient appropriations to cover the subsequent annual subscription fee.
