Title

Health and Human Services Agency recommending the Board:

1) Approve and authorize the Chair to sign Amendment 3 to Agreement for Services 862 (456-S1411) with Summitview Child and Family Services, Inc. for the provision of adult residential treatment services at a licensed Adult Residential Facility, extending the term one year for a total term for one year from July 1, 2021 through June 30, 2022, and increasing the maximum obligation by $709,779 for a new maximum contractual obligation of $5,811,827;

2) Find in accordance with County Ordinance 3.13.030 that it is contracting with Summitview Child and Family Services, Inc. for services provided under this Agreement 862 (456-S1411) because (B) “Specialty skills and qualifications not expressly identified in County classifications are involved in the performance of the work.”; and

3) Authorize the Purchasing Agent, or designee, to execute further documents relating to Agreement for Services 862 (456-S1411), including amendments which do not increase the maximum dollar amount or term of the Agreement, and contingent upon approval by County Counsel and Risk Management.

 

FUNDING: 100% State Funding - Mental Health Services Act.

DISCUSSION / BACKGROUND:

In 2004, California voters passed Proposition 63, the Mental Health Services Act (MHSA), which designates funds to provide a broad continuum of services, including community services and supports, prevention and early intervention services, capital facilities and technology, innovation projects, and workforce training.  MHSA requires county mental health programs to develop Program and Expenditure Plans every three fiscal years. On June 9, 2020, the Board adopted El Dorado County’s MHSA Three-Year Program and Expenditure Plan covering fiscal years 2020-21 through 2022-23 (File ID:  20-0446, Agenda Item No. 55). 

 

Community Services and Supports (CSS) is one of the several components of the County’s MHSA Three-Year Plan that addresses the community’s mental health needs.  Adult Full Service Partnership (FSP) is a project of CSS, and to implement the project, the County contracts with Summitview Child and Family Services, Inc. (SVCFS) in Agreement 862 (File ID:  14-0446, Agenda Item No. 31) for the provision of residential treatment services provided at a licensed Residential Adult Facility.

 

Amendment 1 to that Agreement, which extended the original term for one additional year through June 30, 2020, and increased the maximum obligation by $711,724, was approved by the Board on June 4, 2019 (File ID: 19-0515, Agenda Item No. 21).

 

Amendment 2 extended the term one additional year through June 30, 2021, and increases the maximum obligation by an additional $711,724, which increased the total obligation to $5,102,048. (File ID: 20-0474, Agenda Item No. 19)  The parties had planned to enter into negotiations regarding the renewal of the Agreement; however, the Coronavirus Pandemic put a halt to the negotiations. 

 

This Amendment 3 extends the term one additional year through June 30, 2022 and increases the Maximum obligation by adding an additional $709,779 (to cover the cost of 6 beds x 365 days at $324.10 per day) to the current contract for a new Maximum obligation $5,811,827. Negotiations will resume when feasible.

 

In accordance with Board of Supervisors Procurement Policy C-17, Section 7.11, the contractor selection process for service contracts in excess of $100,000 must include a review of the scope of services and contractor’s professional qualifications by a group of individuals (including at least one representative from outside the department requesting the services) qualified to judge the contractor’s ability to perform the services.   HHSA has documentation on file that such a review was performed for Agreement 862 with SVCFS.

 

HHSA has begun the process to issue a new request for proposal to evaluate the availability of any other vendors who may be able to provide this service upon the expiration of the Agreement 862 with SVCFS.

 

ALTERNATIVES:

Should the Board decline to approve this recommendation, HHSA would continue to provide the services through existing out-of-county contracts.  However, locating available beds and moving clients out-of-county during the current Coronavirus Pandemic may not be possible, resulting in a disruption in the continuity of services received by SVCFS clients.

FINANCIAL IMPACT:

This Amendment will extend the existing Agreement, which continues to be funded with MHSA funding.  There is no net County cost associated with this Amendment, and appropriate funds have been included in the budget for Fiscal Year 2021-22.
