DISCUSSION / BACKGROUND
Probation has identified certain low-risk Justice Involved Individuals who would benefit from transitional housing support and stability. These identified individuals are exiting prison or jail and are returning homeless to our community. This temporary transitional housing, and services provided by Probation, can facilitate successful progression to stable and/or permanent housing. The Board approved the initial lease for Probation’s transitional house on October 20, 2020 (Item 23).

Probation has informally named the transitional house “The Bridge,” because it is a safe haven to provide its residents an opportunity to progress from making poor choices to success and fulfillment, while 'bridging the gap' for individuals unable to secure housing options in El Dorado County. Probation’s first two transitional housing clients moved into The Bridge on March 3, 2021, and as of May 12, 2021, all six available beds were filled.

The Bridge is funded through the Homeless Emergency Aid Program (HEAP) for Fiscal Year 2020/2021. Probation will fund The Bridge through Public Safety Realignment (AB109) funding.

Board approval is required for this agreement because the Purchasing Agent does not have authority to execute leases of real property.

ALTERNATIVES
The Board may choose not to approve the lease agreement. Without the lease agreement to facilitate temporary housing, select Probation clients may have the difficult, if not impossible, task of finding transitional housing.
