Title
Department of Transportation recommending the Board approve and authorize the Chair to sign Task Order 3562-02 with a not-to-exceed amount of $450,000 with HDR Construction Control Corporation for field inspection services on various utility permits.
FUNDING: Utility agencies via time and material billings.
Body
DISCUSSION / BACKGROUND
Two large utility projects have come to the attention of Transportation. The first is a Pacific Gas & Electric (PG&E) fire safety project which will place overhead electrical infrastructure underground along a portion of Sly Park Road between Pollock Pines and Pleasant Valley. The second is a large project by El Dorado Irrigation District (EID) that will install new water infrastructure under Blair Road in Pollock Pines. Both projects are expected to last approximately six (6) months, and both projects will require an inspector to be present full-time.
The Board approved an as-needed agreement with HDR Construction Control Corporation (HDR) on April 9, 2019 (Legistar 18-1831, Item 17) to provide on-call construction support services in the amount not to exceed $900,000 for a three-year period beginning April 9, 2019. Transportation's in-house encroachment permit staff is more than fully tasked with dozens of other active permits for utility work between Pollock Pines and El Dorado Hills that require daytime and night time inspection, and will rely on this contract for inspection services for these large projects. It is estimated that the cost of these inspection services is approximately $450,000.
As directed by the Board of Supervisors on March 27, 2007 (Legistar Item #07-534), task orders exceeding $250,000 must be submitted to the Board for approval prior to task order execution. At $450,000, this task order exceeds the threshold and requires Board approval. There is no addition necessary to the not-to-exceed amount of the agreement.
This work is temporary, and the ongoing aggregate of work to be performed is not sufficient to warrant addition of permanent staff. The positions at Transportation that were impacted by the reduction in force earlier this year did not include the duties outlined in the scope of the proposed task order as part of their job class descriptions.
ALTERNATIVES
The Board could choose to not approve the budget increase. Transportation would not be able to adequately monitor the encroachment permits.
PRIOR BOARD ACTION
Legistar 18-1831, Item 17
OTHER DEPARTMENT / AGENCY INVOLVEMENT
County Counsel has reviewed and approved the task order.
CAO RECOMMENDATION / COMMENTS
Approve as recommended.
FINANCIAL IMPACT
The anticipated cost of Task Order 3562-02 will be fully reimbursable under the terms of the encroachment permits issued to the utility agencies. The anticipated additional costs and revenues as a result of this task order are not included in the current Fiscal Year 2021-22 budget, and $450,000 is anticipated to be needed as an addition to the utility permits Professional Services budget. The Utility Permit revenue as well as the expenditures for this task order will be included in the changes to come to the Board as part of final budget process.
