DISCUSSION / BACKGROUND

The Saratoga Estates project, TM 14-1520, owned by Sunset Tartesso LLC (Developer), encompasses six phases of development, the construction of several internal private roads, and the improvements and extension of Saratoga Way and Wilson Boulevard in El Dorado Hills. In service of the Condition of Approval and the Offer of Dedication as made on the Final Map, Transportation seeks to accept Saratoga Way and Wilson Boulevard into the County’s Maintained Mileage System.

 

On September 13, 2016 (Item 36, Legistar 16-0533 v3), the Board of Supervisors approved the Conditions of Approval for the project which included Condition 48 “Offer of Dedication” as follows:

 

“The project shall offer to dedicate, in fee, the rights of way for roadways shown in Table 1 [Saratoga Way, Wilson Boulevard, and Internal Subdivision Streets] with the final map. Said offer shall include all appurtenant slope, drainage, pedestrian, public utility, or other public service easements as determined necessary by the County. […] The Offer(s) for Saratoga Way and Wilson Boulevard will be accepted by the County, and included in the County’s Maintained Mileage System upon completion of Construction to the satisfaction of County.”

 

To satisfy this condition, the owner’s statement on the cover sheet of the Large Lot Final Map, as approved by the Board of Supervisors on February 11, 2020 (Item 14, Legistar 20-0165) and recorded at Book K of Subdivisions at Page 34 et seq, includes both an offer of dedication by the Developer and corresponding acceptance by the Board.

 

Improvements to Saratoga Way and Wilson Boulevard were made under Road Improvement Agreements (Agreements #18-54843 and #18-54839, respectively). Both projects were accepted as complete on July 28, 2020 (Items 9 and 10, Legistar 20-0852 and 20-0854), and their respective one-year warranty periods have concluded and the improvements considered fully complete.

 

Additionally, a portion of Saratoga Way, adjacent to the County line and providing connection to the existing road in Sacramento County, was acquired separately by the Developer as it was outside the boundaries of the Saratoga Estates development. This remainder parcel was offered in part as an Irrevocable Offer of Dedication, which was accepted by the Board via Resolution 167-2020 on November 10, 2020 (Item 28, Legistar 20-1286).

 

Transportation recommends that the Board approve the attached Resolution, thus accepting Saratoga Way and Wilson Boulevard into the El Dorado County Maintained Mileage System.
