DISCUSSION / BACKGROUND
California Department of Parks and Recreation Office of Grants and Local Services (OGALS) administers the California Drought, Water, Parks, Climate, Coastal Protection, and Outdoor Access for All Act of 2018 (Prop 68) Per Capita program, which has made funding available to fund local park rehabilitation, creation, and improvement grants to local governments on a per capita basis. Funds are meant for the rehabilitation of existing infrastructure and to address deficiencies in neighborhoods lacking access to the outdoors the creation of new parks and new recreation opportunities in critically undeserved communities in California. El Dorado County was allocated $400,000 in Per Capita funding.

At the September 1, 2020 meeting, the Board received an update from Parks on current projects and future opportunities (Legistar item #20-1141). The Board provided direction on the use of the $400,000 for the following projects and at the March 23, 2021 meeting the Board signed Resolution 014-2021 authorizing the submittal of the application for this grant (Legistar Item #21-0162):

1) Restroom replacement at Forebay Community Park, allows the County to complete one of the most expensive ADA compliance needs.
2) A playground at the Railroad Park.
3) A dog park adjacent to the El Dorado Trail working with the City of Placerville.
