Title

Health and Human Services Agency (HHSA) recommending the Board:

DISCUSSION / BACKGROUND:

Acting as the Mental Health Plan for the County of El Dorado, the County has the obligation to provide eligible County residents with mental health services, including adult residential facility services in accordance with Welfare and Institutions Code Section 5600 et seq., 5775 et seq., 14000 et seq., and 17000 et seq. Most recently, Summitview Child & Family Services (SVCFS) has contracted with HHSA to provide in-county adult residential facility services via Agreement 862 (456-S1411), which was first approved by the Board on May 13, 2014. Board approved Amendments 1 through 2 extended the original contract termination through June 30, 2020 and June 30, 2021, respectively.  Board approved Amendment 3 extended the term date one last time to June 30, 2022 with the understanding that SVCFS would close its doors and would no longer operate its facility past that date.

 

In preparation for SVCFS’s contract termination in 2022, the County released Request for Proposal No. 21-952-04 on May 21, 2021 for an entity to continue offering an in-county adult residential facility. On August 31, 2021, the Board approved an award of said proposal to Compassion Pathway Behavioral Health LLC (CPBH). HHSA is currently developing CPBH’s contract for the start-up and operation of the new adult residential facility in the County. While these steps have been underway, unexpectedly, SVCFS submitted their 30-day notice of contract cancellation nine months prior to their scheduled contract termination of June 30, 2022, resulting in HHSA having to immediately find new placements for six Behavioral Health (BH) Clients. As part of the CPBH’s RFP proposal, the company offered to house County Behavioral Health clients at their related social rehabilitation facility that operates as Compassion Valley LLC, while developing the in-county Social Rehabilitation Facility (SRF). Therefore, HHSA wishes to contract with Compassion Valley LLC, doing business as Garfield Wellness and Recovery Center (GWRC) in Sacramento, as a licensed SRF providing adult residential facility services.  Proposed contract 6093 with GWRC will alleviate HHSA’s urgent need for adult residential services.

 

Adult Residential Facilities (ARF) and SRFs, like those operated by GWRC, facilitate the movement of Behavioral Health Clients from restricted living environments to less restricted, independent-living, in the community.  To meet the demand for client ARF and SRF placements, the County contracts with adult residential facilities in and out-of-county; however, bed availability is limited, which often results in long wait times for Client admissions.  By contracting with GWRC, the County will have access to their facility located in Sacramento County. In accordance with Board of Supervisors Procurement Policy C-17, Section 7.11, the contractor selection process for service contracts in excess of $100,000 must include a review of the scope of services and contractor’s professional qualifications by a group of individuals (including at least one representative from outside the department requesting the services) qualified to judge the contractor’s ability to perform the services. HHSA has documentation on file that such a review was performed for Agreement 6093 with Garfield Wellness and Recovery Center.

 

ALTERNATIVES:

Should the Board decline to approve this recommendation, HHSA will be unable to provide ongoing adult residential services to clients currently receiving the services.

CAO RECOMMENDATION:

Approve as recommended.

 

FINANCIAL IMPACT:

There is no Net County Cost associated with this Agenda item. Sufficient appropriations for the shifting of clients to this new residential facility were included in the Fiscal Year 2021-22 budget, and will be included in future budgets for the term of the Agreement.
