Title

Health and Human Services Agency recommending the Board approve and authorize the Chair to sign revenue-generating Memorandum of Understanding AMS-107 with Marshall Medical Center, Inc., with an effective date retroactive to March 19, 2018 through June 30, 2023, thereby continuing the rates for Interfacility Transfers via ambulance transporters, as established in the prior revenue Agreement 466-M1311.

DEPARTMENT RECOMMENDATION: 

The Health and Human Services Agency (HHSA) recommending the Board approve and authorize the Chair to sign Memorandum of Understanding (MOU) #AMS-107 with Marshall Medical Center, Inc. (Marshall), with an effective date retroactive to March 19, 2018 through June 30, 2023, to ensure there is consistent revenue to the County in accordance with current billing practices.

 

In consideration of services provided by Marshall to support the County Emergency Medical Services Agency and ambulance transportation within the County, this MOU by and between the County and Marshall establishes the rate Marshall will pay for Interfacility Transfers by contracted ambulance transportation services to be one hundred and ten percent (110%) of the rates established by the Centers for Medicare and Medicaid Services (CMS)

 

DISCUSSION / BACKGROUND:

On March 19, 2013, the Board of Supervisors approved MOU #875 (466-M1311) with Marshall Medical Center, Inc., thereby setting the rates for interfacility transport services provided to Marshall at 110% of the applicable rates as defined by the Centers for Medicare and Medicaid Services for Northern California (File ID: 12-1555; Agenda No. 25).  On July 15, 2014, the Board of Supervisors approved Amendment 1 to that Agreement, updating and redefining the in-kind services provided by Marshall in consideration of that agreement (File ID: 12-1555; Agenda No. 35).  During the development of MOU #875 (466-M1311), consideration was given to the many services Marshall provides in collaboration with the County to ensure the highest level of Advanced Life Support services on the West Slope of the County, including but not limited to serving as the Base Hospital for ambulance transportation personnel.

 

Initially the intent was to amend the existing MOU #875 to extend the term; however, upon discovering that the website used to access the current CMS rates had changed the Amendment had to be reprocessed and this resulted in missing the expiration date of the then-active MOU.  Therefore, HHSA is now recommending the Board approve the attached retroactive MOU #AMS-107.

 

ALTERNATIVES:

The Board of Supervisors could decline to approve MOU #AMS-107 thereby causing the rate to revert to standard ambulance rates.

It is recommended that the Board approve this item.

There is no Net County Cost associated with this Agenda item.
