Health and Human Services Agency (HHSA) recommending the Board:
1) Make findings in accordance with County Ordinance 3.13.030 that it is appropriate to contract with The Center for Common Concerns (HomeBase) because “Specialty skills and qualifications not expressly identified in County classifications are involved in the performance of the work;”
2) Approve and authorize the Chair to sign Amendment 1 to Agreement for Services 5919 with The Center for Common Concerns (HomeBase), with no change to the term through September 30, 2022, and with an increase of $175,000 for a new maximum obligation of $250,000, for the provision of strategic and practical technical assistance and support for the El Dorado Opportunity Knocks Continuum of Care, and HHSA Homeless Program; and
3) Authorize the HHSA Director or their designee to execute further documents relating to Agreement for Services 5919, contingent upon approval by County Counsel and Risk Management, including amendments which do not increase the maximum dollar amount or term of the Agreement.
FUNDING: 100% Federal: Homeless Housing, Assistance, and Prevention Program (HHAP) funding.

DISCUSSION / BACKGROUND:
Under Agreement 5919, the Center for Common Concerns (HomeBase) is providing strategic and practical technical assistance, capacity building, training and support to both the El Dorado Opportunity Knocks (EDOK) Continuum of Care (CoC), and to County Homelessness Services staff to ensure adherence to federal and state rules and regulations with regard to a homeless system of care. Consultant will work with County staff, EDOK Board members, and community stakeholders to identify and address systemic challenges, develop strategies to respond to system gaps, and implementing such strategies.
To ensure the County’s Homelessness Services meets the necessary criteria to receive ongoing funding, including but not limited to funding through the Federal Department of Housing and Urban Development (HUD), it is important that this consultant continue to provide support to both the Health and Human Services Agency (HHSA) and the CoC and to provide technical assistance in building a robust system of data on which to model our planned outcomes. This Amendment to increase the maximum obligation will be funded by the Homeless Housing, Assistance, and Prevention Program (HHAP) Round 3 of the grant program which is intended for the purpose, as stated in Health and Safety Code (HSC) Section 50220.7(a)(5): priority for initial funds, above the costs of completing the homelessness action plan, shall be for systems improvement, including, but not limited to, all of the following:
(A) Capacity building and workforce development for service providers, including removing barriers to contracting with culturally specific service providers and building capacity of providers to administer culturally specific services.
(B) Funding existing evidence-based programs serving people experiencing homelessness and/or at risk of homelessness.
C) Investing in data systems to meet reporting requirements or strengthen the recipient’s Homeless Management Information System.
(D) Improving homeless point-in-time counts.
(E) Improving coordinated entry systems to eliminate racial bias or to create a youth-specific coordinated entry system."
Initial funds may be used to complete the local homeless action plan, as required by HSC 50220.7(b)(3)(A), including paying for any technical assistance or contracted entities to support the completion of the homelessness action plan.
In accordance with Board of Supervisors Procurement Policy C-17, Section 7.11, the contractor selection process for service contracts in excess of $100,000 must include a review of the scope of services and contractor’s professional qualifications by a group of individuals (including at least one representative from outside the department requesting the services) qualified to judge the contractor’s ability to perform the services. HHSA has documentation on file that such a review was performed for this Amendment to Agreement 5919.
Amendment I to Agreement 5919 increases the maximum compensation amount by $175,000 with no change to the term or rate.
ALTERNATIVES:
Should the Board decline to approve this Amendment to Agreement 5919, both the EDOK CoC and the HHSA Homeless Program staff would not receive the technical assistance and support needed to continue developing and implementing the Homeless system of care.

FINANCIAL IMPACT:
There is no Net County Cost associated with this Agenda item. The amendment is funded by the HHAP Round 3 funding, a joint allocation to the CoC and the County, and has been included in the Fiscal Year 2021-22 Budget.
