Health and Human Services Agency (HHSA) recommending the Board:
1) Approve and authorize the Chair to sign Funding Out Agreement 6112 with El Dorado County Community Health Center to support their mobile dental program, in the amount of $85,000, effective upon execution through June 30, 2022; and
2) Authorize the Director of HHSA or their designee to execute further documents relating to Agreement 6112, contingent upon County Counsel and Risk Management approval, including amendments which do not increase the maximum dollar amount or term of the Agreement.

DISCUSSION / BACKGROUND:
On January 29, 2018, the California Department of Public Health (CDPH) awarded the El Dorado County Local Oral Health Program Grant #17-10689 (Grant) to the County of El Dorado Health and Human Services Agency (HHSA) for the purpose of providing activities that support the state oral health plan; including to build capacity at the local level for the facilitation and implementation of education, prevention, linkage to treatment, surveillance, and case management services in the community.
As part of the grant application process, HHSA included the intent to sub-award funds to the Community Partner currently operating the dental van, El Dorado County Community Health Center (EDCCHC), which was approved by the grantor CDPH. The EDCCHC Clinic (Clinic) specifically serves school-aged youth and offers oral health education, screenings, exams, x-rays, cleanings, fluoride treatments, fillings, and emergency dental care regardless of ability to pay.
On November 13, 2018, the Board approved Funding Out Agreement 3391 which expired effective December 31, 2019, that enabled EDCCHC to purchase portable dental equipment to facilitate the expansion of the Clinic and support portable dental education and preventive services.
Agreement 6112 replaces Agreement 3391, and would provide EDCCHS additional funding, in the amount of $85,000, to spend on the following items:
• Dental Diagnosis and Care Planning;
• Dentistry and Hygiene Equipment and Supplies Purchase and Repair;
• Network Communications Equipment and Supplies for field work; and
• Dental Van Maintenance and Repairs.
The sub-award will support El Dorado County’s Local Oral Health Program goals and objectives. Additionally, EDCCHC serves as a participant on an advisory committee; assists with a County needs assessment and oral health improvement plan; and is a partner in the communication framework for oral health partnerships within the County. EDCCHC has provided essential prevention activities and will continue these efforts throughout the term of the Grant (2018-2022). Mobile and on-site portable capabilities are critical to overcoming geographic barriers, a common factor impacting underserved populations in El Dorado County.
ALTERNATIVES:
Should the Board decline to authorize this Funding Out Agreement, the Local Oral Health Program would need to identify an alternate plan to provide oral health services in the County and submit a revised plan to CDPH.

FINANCIAL IMPACT:
There is no Net County Cost associated with this Agenda item. Sufficient grant-funded appropriations were included in the Fiscal Year 2021-22 Budget.
