Title

Health and Human Services Agency recommending the Board, acting as the Governing Board of the In-Home Supportive Services Public Authority:

2) Receive and file the Fiscal Year 2020-21 In-Home Supportive Services Public Authority and Advisory Committee Annual Report.

DISCUSSION / BACKGROUND:

Welfare and Institutions Code Sections 12300-12330 require that each county in California operate an In-Home Support Services (IHSS) program to provide personal care and domestic services to aged, blind, or disabled individuals in their own homes. The purpose of this program is to allow individuals who are recipients of these services to live safely at home rather than in costly and less desirable out-of-home placement facilities. The individual recipient of services is not only the consumer of the services, but is also the actual employer of each individual provider, holding all powers and responsibilities of employers with the exception of determining the total number of hours that their service provider may work and their salary.

 

On June 10, 2002, the Board established, by ordinance, an IHSS Public Authority for the purpose of serving as employer of record for individual providers of services. The Board acts as the Governing Board for the IHSS Public Authority and the Health and Human Services Agency (HHSA) administers this program on behalf of the County.

 

The Annual Report reflects activities and accomplishments during the past fiscal year that have enhanced services for IHSS recipients and their care providers as well as to increase community awareness of this vital program. The attached Annual Report describes the IHSS program, the IHSS Public Authority’s responsibilities, and the IHSS Advisory Committee’s functions.

 

The Chair of the IHSS Advisory Committee and a member of the IHSS Public Authority staff are providing a presentation to inform the Board of the work of the Advisory Committee and the Public Authority.

 

ALTERNATIVES:

County of El Dorado’s Ordinance Code Chapter 8.78.090 (A)(1) requires the IHSS Public Authority to submit an annual report to the Board detailing its functions and evaluating its operation of that year.

It is recommended that the Board receive and file the report and presentation.

 

FINANCIAL IMPACT:

There is no impact to HHSA’s Budget or Net County Cost associated with the Board’s filing of the annual report and presentation.

Clerk of the Board to receive and file the IHSS Public Authority and Advisory Committee’s FY 2021-2021 Annual Report.
