Fiscal Impact/Change to Net County Cost: The total funding request has been anticipated in the Health Services Department, Mental Health Division, FY 09/10 budget. There is no Net County Cost associated with these MHSA items.

Background: In November 2004, California voters passed Proposition 63, now known as the Mental Health Services Act (MHSA). The Act addresses multiple components and a broad continuum of mental health services and supports for residents of California. The Prevention and Early Intervention (PEI) component provides support at the earliest possible signs of mental health problems, addresses disparities in access to mental health services, and builds capacity for providing intervention services at sites within the community.

Reason for Recommendation:

Prevention and Early Intervention (PEI) Plan - $635,997
The Department is recommending the submittal of a PEI Plan request for $635,997 to be used for the programs identified below using existing positions where mentioned:
