Title: Probation Department recommending the Board: 1) Make findings in accordance with El Dorado County Ordinance Code, Chapter 3.13.030 (B) that specialty skills and qualifications not expressly identified in County classifications are involved in the performance of the work; 2) Approve and authorize the Chair to sign Agreement for Services 6178 with New Morning Youth & Family Services, Inc. for the provision of emergency shelter care services on an “as requested” basis, with a maximum contractual obligation of $200,000, for the term of three years effective upon execution; and 3) Authorize the Purchasing Agent, or designee, to execute further documents relating to Agreement for Services 6178, including amendments which do not increase the maximum dollar amount or term of the Agreement, and contingent upon approval by County Counsel and Risk Management. DISCUSSION / BACKGROUND
Since 2013, New Morning Youth & Family Services (New Morning) has been providing counseling and therapeutic services to Clients of the Probation Department (Probation). Probation wishes to contract with New Morning for additional services, specifically 24-hour Emergency Youth Shelter.

Probation desires and has the duty to provide protection in the form of emergency shelter/foster care for youth in the juvenile justice system who have been ordered to foster care by the Superior Court, and whom the County takes or accepts into its charge to ensure their safety and well-being pursuant to the provisions of the California Welfare and Institutions Code ("WIC") Section 625, 626(b), 725, 727 and 16500.

Bed days at New Morning’s Shelter would be an alternative to detention or as respite for a few clients per year.

ALTERNATIVES
Should the Board decline to approve this recommendation, Probation will have difficulty meeting the occasional, though usually immediate, needs of certain clients in need of shelter.
