Background: On May 8, 2009, a Request for Proposal (RFP) was posted for the preparation of the first phase of the Integrated Natural Resources Management Plan (INRMP). Planning staff worked with Purchasing & Procurement to facilitate a competitive bidding process. Bidding closed on June 11, at which time six firms had submitted proposals to prepare the plan. Staff reviewed and ranked each proposal. At its meeting on August 25, 2009, the Board of Supervisors directed staff to post all proposals on the County web site. On September 22, 2009, the Board directed staff to schedule a Special Meeting for October 26, 2009, to hear presentations regarding the proposals from Sierra Ecosystem Associates, Planning Partners, and RECON Environmental, Inc. After hearing the presentations and public comment, the Board selected Sierra Ecosystems Associates (SEA) as the consultant to prepare the first phase of the INRMP and directed staff to work with Purchasing & Procurement and County Counsel to return with the contract.
Action to be taken following Board approval: The Board Clerk will submit two copies of the Agreement to the Chairman for signature and will forward to Development Services for further processing.
