DISCUSSION / BACKGROUND

Redwood Toxicology Laboratory, Inc. (Redwood) has been providing drug and alcohol testing services to the Probation Department (Probation) since 2006.

 

The County has recently contracted with Averhealth for drug and alcohol testing for various County departments, including Probation. Probation continues to use Redwood for their as-needed client drug and alcohol testing, and would like to contract with them for these services, as Averhealth does not provide all the benefits of Redwood. Probation has software interfaces with Redwood to submit confirmation tests and to receive test results directly into Probation’s case management system and case decision software. The case management software vendor has been asked if integration could be performed with another vendor, and it has been determined it would be too costly and not feasible at this time. Additionally, Averhealth does not offer a presumptive test option (test cups with panels).

 

ALTERNATIVES

If the Board denies approval of Agreement 6296, Probation can:

1) Continue using Redwood’s services off-contract and direct-paying invoices. Probation has been doing this since expiration of Redwood’s last County-wide agreement, on August 1, 2020.

2) Utilize services of Averhealth, who cannot provide all the services needed by Probation to properly test and track results of clients.

FINANCIAL IMPACT

There is no increase to Net County Cost. Funding is included in Probation’s FY 2021-2022 Budget.
