Title

Health and Human Services Agency (HHSA) recommending the Board:

1) Make findings in accordance with County Ordinance 3.13.030(C) that it is appropriate to contract with Barton Healthcare Services for the provision of support for COVID-19 reopening and recovery activities, provided under Funding Out Agreement 6466 because in accordance with 3.13.030(C), “the limited timeframes, temporary or occasional nature, or schedule for the project or scope of work, the ongoing aggregate of work to be performed is not sufficient to warrant addition of permanent staff;”

2) Approve and authorize the Chair to sign Funding Out Agreement 6466 with Barton Healthcare Services with a not-to-exceed (NTE) amount of $250,000, and for a term effective upon execution through June 30, 2023 with the option to extend for one (1) one-year term; and

3) Authorize the HHSA Director or their designee to execute further documents relating to Agreement 6466, including amendments which do not increase the maximum dollar amount or term of the Agreement beyond the one-year extension option, contingent upon approval by County Counsel and Risk Management.

 

FUNDING:   100% California Department of Public Health (CDPH) Allocation No. COVID-19 Epidemiology and Laboratory Capacity (ELC) 68 and extensions.

DISCUSSION / BACKGROUND:

Health and Human Services Agency (HHSA), as the primary recipient of the California Department of Public Health (CDPH) Allocation No. COVID-19 ELC68, has identified needs that fall within the scope and purpose of the allocation and has chosen a community partner to whom HHSA wishes to subaward funds for the purposes of partnering to furnish personnel, equipment, medical and office supplies, travel and other materials to provide a range of professional nursing services, education, and case management to vulnerable populations to promote equitable recovery from COVID-19/SARS-CoV-2 through infection control and prevention measures. Service delivery may include clinical, community, field, and population-based interventions and services on-site or in outreach locations as deemed appropriate by the subrecipient. Barton Health is a community partner that currently provides community services within El Dorado County.

 

The CDPH Allocation No. COVID-19 ELC68 has a term ending 6/30/2023; in the event HHSA is informed that CDPH will extend the term of those funds to Fiscal Year 2023-24, the option to extend the term of this funding agreement will be exercised.

 

In accordance with Board of Supervisors Procurement Policy C-17, Section 7.11, the contractor selection process for service contracts in excess of $100,000 must include a review of the scope of services and contractor’s professional qualifications by a group of individuals (including at least one representative from outside the department requesting the services) qualified to judge the contractor’s ability to perform the services. HHSA has documentation on file that such a review was performed for Agreement 6466 with Barton Healthcare Services.

 

ALTERNATIVES:

Should the Board decline to approve this recommendation the Public Health Division of HHSA would lose access to augmented, proactive, and rapid response resources designed to identify, investigate, mitigate, control, and treat communicable disease exposure of the public. Fiscal detriments also include potential default on the agreement, loss of revenue and potential future funding opportunities.

Approved by County Counsel, and Risk Management. The Auditor-Controller has been notified per Board Policy B-12.

Approve as recommended.

 

FINANCIAL IMPACT:

There is no Net County Cost associated with this Agenda item.  Sufficient appropriations were included in the Fiscal Year 2021-22 Budget, and will be included in future budgets for the term of the Agreement.
