1) Authorize the Department of Transportation to proceed with ordering a title report, certified appraisal, enter into negotiations with the owners or their designated representative, and commence with the acquisition process affecting a portion of APNs 034-270-041, 034-270-055, 034-270-056, and 034-401-025; and

2) Appoint Rafael Martinez, Director of Transportation, or designee, as the real estate negotiator on behalf of the County for said parcels.

 

FUNDING:  Tahoe Regional Planning Agency Air Quality Mitigation Funds.

DISCUSSION / BACKGROUND

Construction of the Pioneer Trail/ US Highway 50 Intersection Safety Improvement Project (Project) will replace the current signalized intersection at Pioneer Trail and US Highway 50 with a modern roundabout.

 

In order for the Department of Transportation (Transportation) to research title records and prepare for negotiations with the subject parcel owners, Transportation is requesting authorization from the Board to proceed with the ordering and payment of title reports and certified appraisals for the land rights to be acquired.

 

Transportation is also requesting the Board authorize Transportation to enter into negotiations with the owner, or designated representative, of the parcel listed herein as related to the Project and appoint Donaldo Palaroan, Senior Civil Engineer, as the real estate negotiator on behalf of the County.

 

ALTERNATIVES

The Board could choose not to appoint a real estate negotiator and acquire the necessary parcel, which would not allow the Project to proceed.

 

PRIOR BOARD ACTION

On January 29, 2019 (Legistar #18-1837, Item 19), the Board approved a contract with Nichols Consulting Engineers, CHTD for design and environmental services for the Project.  During the January 29 Item discussion, the Board directed Transportation to return to the Board with a ‘Roundabout 101’ presentation, which occurred on March 19, 2019 (Legistar #19-0362, Item 26).  At the January 29, 2019 meeting, the Board also directed Transportation to return to the Board to provide the Board an opportunity to state its preferred alternative for the Project.  On August 6, 2019 (Legistar #19-1140, Item 26), the Board selected a roundabout as the Board's preferred alternative for improving the intersection. On January 4, 2022, Legistar 20-1133, Item 34, the California Environmental Quality Act (CEQA) document was adopted and approved the Project as described in the document.

FINANCIAL IMPACT

There is no change to Net County Cost associated with this item. The cost for the title report and color-coded parcel map is based on $600 per parcel. The total cost for the title report is $2,400. Funding for the Project is budgeted in the Capital Improvement Program (CIP) and will be provided by Tahoe Regional Planning Agency mitigation funds.
