DISCUSSION / BACKGROUND
Forebay Park was acquired from El Dorado Irrigation District in 2014. The Board of Supervisors has approved $50,000 each year to address ADA issues at the park. In 2019 park staff applied for a Prop 68, Round 3 grant for park improvement. Five public meetings were held to get community input on park features. The county was unsuccessful on that grant application. The Board directed staff to submit again for Prop 68, Round 4 for this location. Grant award has not been announced as of yet.

In the meantime, the board was allocating ARPA funds and has set aside $3M for Forebay Park to make improvements to the park if the grant is not approved.

The parks division working with Helix Environmental started the planning process for the Park. A survey was sent out at the end of March (Attachment A). Results were compiled from the survey and a bubble diagram was developed based on the survey results and presented at the first public meeting on May 18, 2022 (Attachment B & C). Meeting notes from the first meeting are attached (Attachment D). The bubble diagram was revised based off the first public meeting input. This bubble diagram was discussed at the second public meeting which was the Parks and Recreation Commission meeting on July 27, 2022. Meeting notes are attached (Attachment E)

The commission after public input made a motion to appoint an ad-hoc committee to make recommendation to the commission at the next meeting which is August 17, 2022. The ad-hoc committee met on August 3, 2022 at Forebay Park. The current diagram before the commission today is the recommendation from the ad-hoc committee (Attachment F).
