Department of Transportation recommending the Board accept grant funds awarded by the El Dorado County Transportation Commission from the following programs for the listed projects and adopt them into the 2022 Capital Improvement Program (CIP):
1) Congestion Mitigation and Air Quality Program:
a) Bass Lake Road at Bridle Wood Roundabout, CIP 36105079;
b) Diamond Springs Pedestrian Facility Improvements, CIP 36109013;
c) Henningsen/ Lotus Road Class I Multi-Use Trail, CIP 36109015;
d) La Canada Drive and Gateway Drive Pedestrian/ Bicycle Improvements, CIP 36109016;
e) Shingle Springs El Dorado Trail Class I Improvements, CIP 36109014;
2) Regional Surface Transportation/ Surface Transportation Block Grant Program:
a) El Dorado Drainage Improvement Project, CIP 36106004;
b) El Dorado Trail - Missouri Flat Road Phase 2 Bike/ Pedestrian Overcrossing, CIP 36109002;
c) Meder Road Resurfacing Project, CIP 36105078;
d) Ponderosa Road Bicycle and Pedestrian Improvements, CIP 36109009;
e) US 50/ Ponderosa Road/ So. Shingle Road Interchange Improvements, CIP 36104010;
3) Authorize an additional $750,000 in Traffic Impact Fees - Zone C for the planning and environmental phases of the Country Club Drive Extension - East of El Dorado Hills Boulevard to Silva Valley Parkway, CIP 36105007; and
4) Authorize $100,000 in Road Fund for the planning, environmental, and preliminary design phases of the Harvard Way and Clermont Way Intersection Improvements, CIP 36105080.

DISCUSSION / BACKGROUND
On June 14, 2022, Item 48, Legistar 22-0521, the Board adopted the 2022 CIP. During that time, the Department of Transportation (Transportation) was actively pursuing grant funding opportunities for several projects. Some of the projects are new, while others secured additional funding for certain phases. The El Dorado County Transportation Commission (EDCTC) awarded various amounts from both the CMAQ and RSTP/ STBGP programs.
The following projects have been awarded CMAQ funds:
a) Bass Lake Road at Bridle Wood Roundabout, CIP 36105079
• A single-lane roundabout at the intersection of Bass Lake Road and Bridle Wood Drive in the community of El Dorado Hills near the proposed Bass Lake Community Park.
• Awarded $744,400 for the environmental, design, and right-of-way phases.
b) Diamond Springs Pedestrian Facility Improvements, CIP 36109013
• This project will install pedestrian facilities, including but not limited to sidewalks and Americans with Disabilities Act (ADA) compliant curb ramps in the Diamond Springs area.
• These areas are planned to be evaluated: Pleasant Valley Road between Highway 49 and Pearl Place; Pearl Place; Racquet Way, Wimbledon Drive; and Black Rice Road.
• Awarded $344,337 for the environmental, design, and right of way phases.
c) Henningsen/ Lotus Road Class I Multi-Use Trail, CIP 36109015
• Class I bike lane, boardwalk structure, sidewalks, and other improvements to create a pedestrian and bike non-motorized transportation alternative in the community of Lotus.
• Awarded $750,000 for the environmental and design phases.
d) La Canada Drive and Gateway Drive Pedestrian/ Bicycle Improvements, CIP 36109016
• Installation of Class II bike lanes, Class III bike routes, sidewalks, and other improvements for pedestrians and bicyclists in the community of Cameron Park.
• Awarded $737,000 for the environmental and design phases.
e) Shingle Springs El Dorado Trail Class I Improvements, CIP 36109014
• Construction of a Class I multi-use bicycle and pedestrian path on the El Dorado Trail from Shingle Springs Drive to South Shingle Road in the Shingle Springs area.
• Awarded $1,420,000 for the environmental and design phases.
The following projects have been awarded RSTP/ STBGP funds:
a) El Dorado Drainage Improvement Project, CIP 36106004
• Restoration and upgrades to the existing drainage facilities within the town of El Dorado.
• Awarded $1,000,000 for all phases of the project.
b) El Dorado Trail - Missouri Flat Road Phase 2 Bike/ Pedestrian Overcrossing, CIP 36109002
• This project is currently a part of the CIP and has completed the environmental, design, and right-of-way phases.
• Awarded $1,000,000 as leverage for current and future grant applications to obtain construction funds.
c) Meder Road Resurfacing Project, CIP 36105078
• This project will resurface approximately 1.7 miles of Meder Road between Carousel Lane and Ponderosa Road.
• Awarded $982,148 for all phases of the project.
d) Ponderosa Road Bicycle and Pedestrian Improvements, CIP 36109009
• This project will add a Class II bike facility and pedestrian sidewalk improvements on Ponderosa Road from Foxwood Lane to Mineshaft Lane.
• Awarded $500,000 as leverage for current and future grant applications to obtain construction funds.
e) US 50/ Ponderosa Road/ So. Shingle Road Interchange Improvements, CIP 36104010
• This project includes several improvement features, including bicycle, pedestrian, and vehicular enhancements to a key area within the Shingle Springs community. It will be constructed in phases, with the first phase to include the realignment of Durock Road and North Shingle Road and the widening of the overcrossing at US 50 occurring at a later date. Included within this project are the realignment of the on and off-ramps, the reconstruction of the park-n-ride facilities, and the undergrounding of utilities.
• Awarded $1,000,000 to complete the remaining environmental, design, and right-of-way phases.
Transportation is also requesting that the Board authorize an additional $750,000 in Traffic Impact Fees - Zone C for the planning and environmental phases of the Country Club Drive Extension - East of El Dorado Hills Boulevard to Silva Valley Parkway, CIP 36105007. This project will construct a new two-lane extension of Country Club Drive from El Dorado Hills Boulevard to Silva Valley Parkway. Improvements include curb, gutter, and sidewalk on both sides of the road. This project is currently in the 2022 CIP but does not have any funding programmed. Providing these local funds will allow Transportation to continue work on the planning and environmental phases.
Transportation is also requesting to add the Harvard Way and Clermont Way Intersection Improvements project number 36105080 to the 2022 CIP. Road fund in the amount of $100,000 will be utilized for the planning, environmental, and preliminary design phases to partner with Oak Ridge High School for their proposed campus traffic circulation plan. It is important for Transportation to begin preliminary design as soon as possible to be compatible with the school’s improvements which includes increased pedestrian safety and a traffic signal. Transportation will pursue additional future funding for an estimated $2,000,000 to complete final design, right of way, and the construction phases.
ALTERNATIVES
The Board could choose not to accept the grant funds and projects into the 2022 CIP and postpone their inclusion to the 2023 CIP; however, this will delay the work on these projects and jeopardize the timely use of the awarded funds.

FINANCIAL IMPACT
There is no net County cost associated with this item. Funding for projects in the 2022 CIP Book comes from various Federal, State, and Local funding sources for Transportation projects. Approval of this item would update the listed projects and add the new projects to reflect that $4,482,000 in RSTP/STBGP funding and $5,654,000 in CMAQ funding has been awarded. With approval, the CIP will also be updated to reflect the use of $750,000 in TIF - Zone C funds for Country Club Drive Extension - East of El Dorado Hills Boulevard to Silva Valley Parkway and $100,000 in Road Fund for the new Harvard Way and Clermont Way Intersection Improvements project. These amounts will be budgeted for use in FY 2022-23 and each subsequent fiscal year as each project progresses. A budget transfer will be brought to the Board to update all impacts to the current year's budget at a later date. The funding for the listed projects comes from CMAQ, RSTP/ STBGP, TIF - Zone C, and Road Fund.
