Title

Chief Administrative Office, Emergency Medical Services and Emergency Preparedness and Response Division (EMS/EP), recommending the Board:

1)  Approve and authorize the Chair to sign Agreement 6993 with Endpoint EMS Consulting LLC for a term of three (3) years, in the amount of $219,537 to perform a comprehensive assessment of the County’s Emergency Medical Services (EMS) and ambulance transport system and assist the EMS Agency with completing an Emergency Medical Services System Evaluation and Strategic Plan;

2)  Make findings pursuant to Article II, Section 210b(6) of the El Dorado County Charter and in accordance with County Ordinance 3.13.030 Sections B and C that it is appropriate to contract for these services because of the specialty skills and qualifications involved in the performance of the work, as well as the limited timeframes, temporary or occasional nature, or schedule for the project scope of work to be performed is not sufficient to warrant the addition of permanent staff; and

3)  Authorize the Deputy Chief Administrative Officer to execute any necessary amendments relating to Agreement 6993, excluding term extensions and increases to the compensation, contingent upon approval by County Counsel and Risk Management.

 

FUNDING: County Service Areas 3 and 7 (ambulance transport fees, dedicated ad valorem property tax, special tax and benefit assessment).

DISCUSSION / BACKGROUND

On November 16, 2021 the Board of Supervisors authorized the Chief Administrative Officer (CAO) to issue a Request for Qualifications (RFQ) to select a consultant to perform a comprehensive assessment of the County’s Emergency Medical Services and ambulance transport system, develop a strategic plan to address findings from the assessment, and assist in the development of a Request for Proposals for prehospital emergency medical services and ambulance transport and dispatch services in County Service Area (CSA) 7 on the West Slope (File #: 21-1669).

 

On May 11, 2022, the County posted RFQ# 22-918-056 requesting responses due by June 30, 2022. The responses were reviewed by a panel that included County and non-County participants. Once proposals were reviewed and scored, respondents were invited to interview. The interview process concluded on September 9, 2022. EndPoint EMS Consulting was the firm recommended by the interview panel to conduct the components addressed in the RFQ.

 

The agreement compensation is $152,187 for the base scope of work, including the system assessment, EMS strategic plan, State-required EMS plan, and development of ambulance service contract template. An additional $15,000 is included to be used to issue work orders for additional work on any of those deliverables. Finally, pursuant to the Board's direction on November 16, 2021, the agreement includes $52,350 for services to develop a Request for Proposals (RFP) for ambulance transport and dispatch services in CSA 7; however, Board of Supervisors approval is required to authorize those services.

 

The Emergency Medical Services and Emergency Preparedness & Response division is seeking approval from the Board of Supervisors to authorize EndPoint EMS Consulting LLC to perform a comprehensive assessment of the County’s Emergency Medical Services (EMS) and ambulance transport system and assist the EMS Agency with completing an Emergency Medical Services System Evaluation and Strategic Plan under Agreement 6993.

 

ALTERNATIVES

The Board could choose to provide alternate direction; however, it should be noted that further delaying the EMS System Evaluation may impact decisions made about levels of ambulance service in El Dorado County.

FINANCIAL IMPACT

Funding for the agreement is included in the FY 2022-23 budget and is funded through the CSAs, with no impact to the General Fund.
