1) Find and declare one (1) NL12 Locking Collar Mast (Serial no.1956) and one (1) 2004 Wells Cargo Trailer (Vin no.1WC200D1044053358) as surplus in accordance with procedures outlined in the County's Purchasing Policy, Section 6.0 and Section 6.3, thereof; and
2) Authorize the Purchasing Agent to execute two (2) agreements for the donation of the one (1) NL12 Locking Collar Mast (Serial no.1956) to the Georgetown Fire Protection District of Georgetown, CA and one (1) 2004 Wells Cargo Trailer (Vin no.1WC200D1044053358) to the Pioneer Fire Protection District of Somerset, CA. DISCUSSION/BACKGROUND
In accordance with the El Dorado County Purchasing Policy, Section 6.0 and Section 6.3, upon recommendation of the purchasing agent that specific items of property belonging to the County and found by the Board of Supervisors not to be required or adequate for County use, the Board of Supervisors may make available to government organizations those items of surplus personal property. The transfer of personal property to such organizations shall be made in accordance with Government Code sections 25365(a) and pursuant to a written agreement.
Government Code, Section 25365(a) et seq: "The Board of Supervisors may, by a four-fifths vote, grant, convey, quitclaim, assign, or otherwise transfer to the state or any community redevelopment agency, housing authority, community development commission, surplus property authority, federal agency, city, school district, county board of education, special district, joint powers agency, or any other public agency within the county or exchange with those public agencies, any real or personal property, or interest therein belonging to the county upon the terms and conditions as are agreed upon and without complying with any other provisions of the code, if the property or interest therein to be granted and conveyed or quitclaimed is not required for county use or the event of an exchange, the property to be acquired is required for county use."
The Sheriff's Office has determined that one (1) NL12 Locking Collar Mast (Serial #1956) and one (1) 2004 Wells Cargo Trailer (Vin #1WC200D1044053358) are no longer needed for department use and is requesting to donate the surplus items to the Georgetown Fire Protection District and Pioneer Fire Protection District. The Georgetown Fire Protection District and Pioneer Fire Protection District intends that the one (1) NL12 Locking Collar Mast (Serial #1956) and one (1) 2004 Wells Cargo Trailer (Vin #1WC200D1044053358) will be used in a manner that is beneficial to the public good.
ALTERNATIVES
The Board could choose not to donate the surplus property and the Purchasing Agent would dispose of said property by auction.
