DISCUSSION / BACKGROUND
On January 25, 2022, with Legistar item 22-0181, the Board appointed Supervisor Parlin, with Supervisor Thomas as her alternate, the serve as the County’s representative on the El Dorado Opportunity Knocks Continuum of Care (EDOK CoC). The U.S. Department of Housing and Urban Development (HUD) requires local communities that seek to receive federal homeless assistance funds to maintain a Continuum of Care (CoC) that meets federal regulations. CoCs that meet HUD requirements are local planning bodies that help to coordinate the community’s policies, strategies, and activities to prevent and reduce homelessness. Since appointment to EDOK CoC, Supervisor Thomas or Supervisor Parlin have been attending the meetings of EDOK CoC and representing the County.

On September 20, 2022, with Legistar item 22-1693, the Board approved the use of the old juvenile hall facility as a temporary Navigation Center and the build of a permanent Navigation Center where the Sheriff’s Office used to be located on Fair Lane. Since approval of this plan, the County opened the temporary Navigation Center on February 7, 2023. The Board was provided an update on the first 15 weeks of operation for the temporary Navigation Center by the Health and Human Services Agency (HHSA) on May 16, 2023 with Legistar Item 23-0647. During this presentation it was identified that further development of Housing and Homelessness Programs is needed.

The Chief Administrative Office has identified a need for a Board Ad Hoc Committee on Housing and Homelessness Programs to represent the County at meetings with stakeholders on Housing and Homelessness Programs.
