DISCUSSION / BACKGROUND:

The Health and Human Services Agency (HHSA), Community Services Division receives Federal funding through the California Department of Aging to provide a wide range of support programs for residents aged 60 and over and eligible disabled or at-risk adults residing in El Dorado County. These programs are designed to help eligible residents to meet their basic needs, improve their quality of life, and to help them remain independent to the extent possible. Some of these programs include the Family Caregiver Support Program, Senior Health Education Program, Information and Assistance, Long Term Care Ombudsman, Senior Activities, Senior Nutrition, Senior Legal, and Senior Day Care.

 

The Family Caregiver Support Program (FCSP) and Senior Supportive Services programs were established under the Older Americans Act and are state and federally funded through annual funding agreements issued by the California Department of Aging, as authorized by the California Code of Regulations Title 22. Division 1.8. California Department on Aging (CDA), Older Americans Act (OAA) Title 22 III B (FCSP) and III B (Supportive Services). The programs provide supportive services to maintain eligible individuals' independence, improve home care, and avoid institutional care. 

 

Following Federal procurement guidelines, HHSA has successfully contracted with Elder Options, Inc., since at least 2004, for the provision of non-medical, in-home support services including assistance with homemaker/chores, personal care, transportation to medical appointments, and respite care for clients enrolled in FCSP and Senior Supportive Services.

 

The proposed Agreement for Services 7594 in the amount of $100,000 for the term of July 1, 2023, through June 30, 2026, would ensure continuation of necessary services without any service interruption. This is a renewal of Agreement for Services 4782 which was initially approved by the Purchasing Agent on May 19, 2020, for the amount of $45,000, with Amendment I approved by the Board of Supervisors on June 22, 2021, increasing the maximum obligation to $100,000 (File ID: 21-0779).

 

ALTERNATIVES:

Disapproval of this Agreement for Services will result in HHSA being out of compliance with the CDA funding agreement and unable to provide timely, sufficient home care services to meet the needs of the seniors within the community.

FINANCIAL IMPACT:

There is no change to budgeted General Fund Cost associated with this Agenda item. Sufficient appropriations are included in the Fiscal Year 2022-23 Budget and in future Budgets for the term of the Agreement. This Agreement for Services is a renewal of a prior year agreement and continues to be funded with Federal funding through the California Department of Aging as appropriate.
