Human Services Department recommending adoption of Resolution authorizing the Chair to execute Contract 10B-5608 with the California Department of Community Services and Development (CSD), for the interim term of January 1, 2010 through April 30, 2010 in the initial amount of $326,434 for 2010 Program Year Low-Income Home Energy Assistance Program; and, further authorizing the Director of Human Services, or successor, to sign required fiscal and programmatic reports and execute subsequent documents relating to said contract, including one or more amendments thereto, contingent upon approval by County Counsel and Risk Management, that collectively increase the dollar amount by up to $1,733,266 to the total estimated 2010 grant allocation of $2,059,700 and extending the term to June 30, 2011, and other amendments thereto that do not alter the total projected maximum dollar amount or the term past June 30, 2011.

The grant allocation of federal funds covers all costs associated with provision of Low-Income Home Energy Assistance Program (LIHEAP) services. The initial amount of federal funds payable by the State to El Dorado County under this Contract is $326,434, expected to increase by contract amendment to $2,059,700 for the 2010 Program Year. $1,600,000 is budgeted for FY 2009/10 with additional funding to be budgeted for FY 2010/11. El Dorado County has received this LIHEAP Grant Allocation since the early 1980’s, and this revenue source is expected to continue.
