Funding for this Temporary Assistance for Needy Families (TANF) Emergency Contingency Fund activity is 80% Federal American Recovery & Reinvestment Act (ARRA) with a 20% required match. The 20% match to the cost of employment (total cost of wages, supervision and training) will be met by the employer through the provision of in-kind supervision and training, while 80%, (wages paid to the employee) will be reimbursed to the employer by DHS with federal ECF ARRA funding. A portion of the total expected funding is budgeted for FY 2009-10 and additional funding will be budgeted for FY 2010-11.

Reason for Recommendation:
The American Recovery and Reinvestment Act of 2009 established the Emergency Contingency Fund (ECF) for State Temporary Assistance for Needy Families (TANF) and increased funding for subsidized employment, which is an allowable activity under TANF, also known as CalWORK...
