DISCUSSION / BACKGROUND
In September 2018, at the request of Department of Transportation (Transportation), the Procurement and Contracts Division of the Chief Administrative Office issued Request for Proposal 19-918-020 for on-call construction support services to assist Transportation with Resident Engineer duties and construction inspection services for the busy construction season.
Subsequently, the Board approved an as-needed Agreement 3562 (Agreement) with HDR Construction Control Corporation (HDR) on April 9, 2019 (Legistar 18-1831, Item 17) to provide on-call construction support services in the amount of $900,000 for a three-year period beginning April 9, 2019. The Board approved an amendment to the Agreement on March 22, 2022 (Legistar 22-0113, Item 24), extending the performance period an additional two years and increasing the Agreement’s amount to $1,650,000. The Board approved the Second Amendment to the Agreement on June 20, 2023 (Legistar 23-0923, Item 22), which increased the Agreement's amount by $1,500,000 for a new total compensation amount of $3,150,000. Additionally, the Second Amendment modified the Agreement to update contract language per California Department of Transportation (Caltrans) federal funding requirements.
Transportation issued task orders to HDR to assist with construction support services on the Enterprise Drive and Industrial Drive Intersection Improvements Project (Project), Capital Improvement Program project numbers 36105052 and 36105053. The construction is currently underway but is experiencing delays due to material shortages and long lead times for delivery. The performance period of the Agreement is being extended to allow HDR’s continued assistance and continuity with Transportation to complete the construction of this Project. In addition to these issued task orders, Transportation issued a task order for field inspection services on various utility permits and HDR is currently assisting on these tasks.
ALTERNATIVES
The Board could choose not to approve the Agreement; however, this may further extend the construction of the Project.

FINANCIAL IMPACT
Funding for various Capital Improvement Program, Environmental Improvement Program, and utility agency projects, will be provided by associated local funding sources. Local funding sources may include any combination of the following: Traffic Impact Fee Program, Missouri Flat Area Master Circulation and Financing Plan, Road Fund, Tribe Funds, Accumulative Capital Outlay, Developer Advanced Funds, Sacramento Municipal Utility District, and/or General Fund.
CLERK OF THE BOARD FOLLOW UP ACTIONS
1) The Clerk of the Board will obtain the Chair’s signature on one (1) original of the Amendment.
2) The Clerk of the Board will forward one (1) copy of the Amendment to the Chief Administrative Office, Contracts & Procurement Unit, for further processing.
