DISCUSSION / BACKGROUND:

CPT is a 24/7 Mental Health Rehabilitation Center (MHRC), licensed by the Department of Health Care Services (DHCS), located in Merced County, that has been providing long-term residential psychiatric treatment for County adults since March 7, 2008. CPT provides treatment services for multiple acuity levels and provides an alternative to State hospital placements for individuals who meet the eligibility criteria established by DHCS. CPT also operates a facility that addresses the needs and concerns for individuals who have been court-ordered to a diversion program or have committed felonies/misdemeanors and are currently unable to stand trial (i.e., incompetent to stand trial as per California Penal Code).

 

As the Mental Health Plan (MHP) in the County, HHSA is required to provide Specialty Mental Health Services (SMHS) to eligible individuals, including long-term residential facility placements when appropriate. To meet this requirement, the MHP contracts with providers of inpatient residential treatment facilities to ensure availability of services on an "as requested" basis in accordance with Title 9 and Title 22 of the California Code of Regulations and Division 5, Chapter 5 of the Welfare and Institutions Code.

 

On March 16, 2021, the Board approved and authorized the Chair to execute Agreement 5298 with CPT for the provision of long-term residential treatment for mentally ill adults, with a maximum contractual obligation of $1,500,000, for the term of April 1, 2021, through March 31, 2024 (File ID 20-1644). This proposed Amendment I to Agreement 5298 with CPT will extend the term by an additional six (6) months to ensure continuation of necessary mental health inpatient services without any service interruption.

 

ALTERNATIVES:

Should the Board decline to approve this recommendation, HHSA will be unable to comply with court orders related to diversion programs and would have diminished ability to meet the service demands of the community as well as disrupt the service plans of clients, including clients placed on a Lanterman-Petris-Short Conservatorship, who may already be receiving residential services from this vendor.

FINANCIAL IMPACT:

There is no Net County Cost associated with this Agenda item. Sufficient appropriations were included in the Fiscal Year 2023/2024 budget and will be included in future budgets for the term of the Agreement.
