Chief Administrative Office recommending the Board adopt a Resolution accepting the exchange of property tax increment for the detachment of one parcel (APN 319-100-37) from the Diamond Springs/El Dorado Fire Protection District, Local Agency Formation Commission Project No. 2010-05.

Background: The Diamond Springs/El Dorado Fire Protection District proposes to detach the Shingle Springs Rancheria, APN 319-100-37 (159.25 acres) from its service territory.
 
Reason for Recommendation:  In accordance with Revenue and Taxation Code Sections 99 and 99.01, negotiations have been completed regarding the redistribution of property tax increment applicable to this parcel.  The Shingle Springs Rancheria is non-taxable land held in federal trust which generates no property tax revenue.  Although the share of the tax levy will be altered among affected taxing entities as as a result of this detachment, there is no actual exchange of property tax revenue.  Details of the alteration in shares of the tax levy are included in Exhibit B.
 
Action to be taken following Board approval:  Board Clerk to send adopted Resolution to affected agencies and LAFCO so the Commission can proceed with processing the application for detachment.
